MEMBER OF THE WUSME PERMANENT COMMISSION ON ECONOMIC AND FINANCIAL ISSUES (CEF)

Mr. Kawule has over 16 years of experience working with Business Membership Organizations (BMOs) in Uganda and across the East African Community’s micro, small, and medium enterprise (MSME) sector.
He holds a Bachelor of Arts in Economics from Makerere University (2001–2004) and he has spent much of his career focused on membership development — recruitment, retention, and reintegration — as well as business advisory services for small enterprises.
His career spans a wide range of organizations, including the Uganda National Chamber of Commerce and Industry (UNCCI), Uganda Small Scale Industries Association (USSIA), the Confederation of Micro and Small Enterprises Organization (Uganda Chapter) – CMSEO-UG, and the Welding Society of Uganda, where he served as National Coordinator. He has also worked internationally through a partnership with the Handwerkskammer zu Köln (Chamber of Skilled Crafts and Small Businesses) in Cologne, Germany, and thus included several staff exchange missions there.
Currently, he holds multiple concurrent roles: Profiling and Placement Officer at Nakawa Vocational Training College under the Uganda Refugee Employment Promotion Project (UREPP), and as well as Business Development Service Expert with GOPA Worldwide Consultants GmbH on the GIZ-funded ECOS Project supporting Ugandan micro and small enterprises with export readiness and market access.
Beyond his formal roles, he has contributed to sector development through trainer positions (soft skills, entrepreneurship), steering committee membership for Technical and Vocational Education and Training (TVET), and coordinating trade fairs and expos such as the East African Community (EAC) MSMEs Trade Fair and the Uganda Wines Expo. Earlier in his career, he also managed  family’s small scale cooking oil business.
His core professional strengths center on customer relationship management, stakeholder collaboration, and communication within the BMO and MSME development space.
